  • Get a certificate of conduct: the Federal Office of Justice handles it; any US notary public can notarize your signature on the form

The northern panhandle is closer to Pittsburgh, but Pennsylvania is in the New York district and its honorary consul cannot take a West Virginia application. Washington is the office.
