What this office can and cannot do
Honorary consuls hold limited consular authority and are not staffed like a career mission. Many are not German citizens.
The Federal Foreign Office does not say whether this office can take passport applications. That is not the same as saying it cannot: call and ask before assuming you have to travel to Los Angeles.
Visas and German ID cards are outside every honorary consul's powers, here and everywhere else in the country.

What you can settle without travelling
A good part of German paperwork never touches a consulate.
- Order copies of German civil records for a citizenship file: those come from German municipalities by post, and they are the slowest part of any descent case
- Order a German birth, marriage or death certificate: the registry office of the German town where it happened issues it, and most of them take an online or postal request
- Get a certificate of conduct: the Federal Office of Justice handles it; any US notary public can notarize your signature on the form
