One portal covers passports for the whole country, passport.gov.ph. Dual citizenship, notarials and civil registry do not: each consulate books those its own way.
Every passport applicant attends in person, whatever their age. The biometrics cannot be sent in. Expect six to eight weeks while the book is printed in Manila and posted back.
The Philippine Consulate General in Honolulu sits on Pali Highway, just north
of downtown, and serves Hawaii, American Samoa and French Polynesia. It is one of the
oldest Philippine consulates in the country and, per head of population, the busiest:
Hawaii has the highest proportion of Filipino residents of any US state.
That changes the character of the office. In most of the country a Philippine
consulate serves a dispersed community across several states; here it serves a
community that is a large share of the island population it sits in.

The geography is the whole story in this jurisdiction. Everything outside Oʻahu
arrives by air (Maui, Kauaʻi, Hawaiʻi Island) and American Samoa is a five-hour
flight away, across the international date line from most of the paperwork it needs.
That makes it worth being ruthless about which procedures actually require your
presence. Biometrics for a passport
do. Signing a special power of
attorney does. Ordering a PSA birth
certificate does not, and neither does the
apostille on a Hawaii-issued document, which comes
from the Lieutenant Governor's office, not from the consulate.
The procedures this office actually handles
Career diplomats staff this consulate, which is why the full list of procedures is available at it. Honorary consulates handle a fraction of this. The most requested, in order:
- Philippine passport renewal in the United States: Ten years for adults, five for minors, printed in Manila and mailed back in six to eight weeks. Why you must appear in person and why nine months’ notice is the real deadline.
- Philippine dual citizenship under RA 9225: For natural-born Filipinos who lost citizenship by naturalising abroad. The oath does not require renouncing your other nationality, and minor children come in as derivatives.
- Special Power of Attorney and consular notarisation: Twenty-five dollars a document, personal appearance required, and the consulate will neither draft your document nor act as your witness.
- Report of Birth and Report of Marriage: How to register a child born in the United States or a marriage celebrated here so that they exist in the Philippine civil registry. Mail-only at most consulates.
- Affidavit of One and the Same Person: The document that fixes a name that does not match between your PSA birth certificate and your US passport. It is what stops most dual citizenship and passport applications.
- Philippine visa and visa-free entry for US travellers: US passport holders enter visa-free for 30 days, balikbayans for a year, and 9(A) visas are now filed online at evisa.gov.ph , not at the consulate counter.
What you can settle without going to Honolulu
A surprising amount, and knowing which is which saves the journey. These three are searched more than anything else and none of them is consular work:
- PSA certificates , birth, marriage, death and CENOMAR, are issued by the Philippine Statistics Authority and ordered online. The consulate asks for them; it does not print them.
- Apostilles on American documents come from the Secretary of State of the state that issued them. Since 15 May 2019 the consulate cannot authenticate them.
- NBI clearance is issued by the NBI in the Philippines and applied for by mail. The only consular step is notarising your fingerprint card.
Reserve the journey for what only a counter can do: capture the biometrics of a passport, administer the oath of allegiance, and witness a power of attorney.
